1.Force the phone to shut off.
2.Plug the phone into a usb powered port on the computer
3.Press and hold VOLUME ROCKER , home and power button until the itunes detects it in DFU mode so that your phone is Back to life

I had this problem as well. Was plugging the iphone in an kept getting both the "USB device drawing too much power" on my mac (no notice when plugged into a Windows PC...) and yet it would charge with neither. Wall charger would not charge it either. Big commonality was the blinking red battery "juice" level icon, the red "low charge" portion blinking...finally came across another forum where a poster said he realized his daughter had chewed the cord a little and it was damaged. This was the case with my 99 cent cheapie special from eBay...switched it out with another cheapie and it works fine, so I guess the lesson is that the cheaper they are, the sooner they fall...or fail...or something like that.

What really tipped me off was that at a certain point, I would get the "drawing too much power" notice when JUST the cable itself was plugged in...obviously must have had an internal electrical short or something...

Caveat emptor, I guess!
